Navy SEALs Shift Strategically toward Confronting Great Powers

As reported by Business Insider, in May 2021 testimony before Congress, top SEAL officer Rear Adm. H. Wyman Howard III brought attention to an ongoing shift in Naval Special Warfare Command from counterterrorism efforts to facing “great power” competitors such as Russia and China.

A related change involves streamlining the force by reducing active SEAL platoons by nearly a third, while boosting the size of each remaining platoon. A key question remains regarding what percentage of these extra troops will act as direct-support troops and what percentage will take roles as SEAL operators. Among the direct support personnel who augment platoons are Explosive Ordnance Disposal technicians, cryptologists, and combat-ready Air Force Pararescuemen.

At the same time, the SEALs are setting in place new standards and courses, designed to ensure that senior enlisted operators and officers adhere to the highest levels of conduct. In addition to a mandatory ethics course, there will be a new process for mid-level assessment, which determines higher command eligibility. One SEAL operator interviewed applauded the changes, for improving tactical elements and preparing platoons to succeed against seasoned, well-funded national militaries.
